The Bills
Two bills, written for veterans, ready for introduction.
Operation Whole Health wrote both of these bills and has shared them with members of Congress. Read either one in full, or listen to it. Every section has its own play button, and “Listen to the Act” plays the whole bill.
Breaking the Cascade Act
One bill that treats a service member’s health as a single timeline, from the day they enlist to long after they come home. It would test service members and veterans for toxic exposure before a psychiatric label is applied, limit harmful overmedication, and provide detoxification, addiction recovery, housing, and lifelong care, paid for without new taxes. It also covers first responders and protects the blood the military already holds.

Since 1985, the military has kept the serum left over from required blood draws, starting at enlistment: specimens from more than 12 million people in the DoD Serum Repository. This bill makes access to your own blood a right, not a courtesy. You could get a free inventory of what is held, have it preserved, and, on your treating clinician’s order, have it tested, with results explained in plain language. VA could not use those specimens in a benefits decision unless you choose to submit them.

Ready, shared, not yet introduced.
Both bills are written in bill form and ready for a member of Congress to introduce. Neither has been introduced yet, so neither has a bill number or cosponsors. When a member introduces one, Congress’s legislative lawyers will put the text in its final form, and this page will say so, with a link to congress.gov.
These are Operation Whole Health’s proposals. They are not affiliated with or endorsed by the Department of Veterans Affairs, the Department of War, or any member of Congress. Nothing here is legal or medical advice.
